Mauritius new framework for market regulation

Dear Sir,

I read your presentation about a new framework for market regulation

Slide 4 of the second presentation has the following:

   "Process must be transparent and open, with dialogue between ICTA
    and all stakeholders"

There isn't any public documentation to show that there is a process
and that it is transparent and open. I could not find any evidence
of a dialogue between consumers in Mauritius and the regulator.

Section 18 of the (Mauritius) Information and Information
Technologies Act 2001 states that the Authority "shall implement the
policy of government relating to the information and communication
industry". That can be at odds with the objectives mentioned in
Slide 2 of the second presentation, i.e. promote competition.

Is there any other document which was circulated by Towerhouse LLP
for those presentations?
