doha.ac.mu and ebooks

Hello,

On 16 May 2015, I sent an email to the Computer Emergency Response Team of
Mauritius (CERT-MU) and copied the Mauritius Internet Users. I notified
there might be a copyright breach because of ebooks being shared on
doha.ac.mu[1].

I did not receive any reply from CERT-MU. I checked the website today and
the ebooks are still there. Did I contact the wrong organization?
