Why should foreigners invest in Mauritius?

Hi folks,

I was reading Sean's blog post[1] and this particular paragraph caught my
attention:

*It’s sad to hear from foreigners that the only reason they set up shop in
Mauritius is for tax reasons and cheap labour, not talent or
infrastructure. I for one, am thinking of starting a lobby group to lobby
for better internet infrastructure. The way I see it, Broadband Internet
should be treated as a sort of utility in Mauritius, with a mandated
proportion of profits reinvested into developing infrastructure. I am not
talking about nationalising but regulating.*

He mentions something very interesting about what pushes foreigners to
invest in the country. While their is a hype that Mauritius is a Cyber
Island and aspires to be a Smart Island, I have to say with sadness too
that "talent" is something which has been ignored. Do tags like "cyber" or
"smart" really makes the countrymen smart?

In Mauritius we're consumers of electronics, not producers. Do we become
smart by being consumers?
