Some years ago i was using x10hosting (as a free hosting) and it was a great with lots of features and was using the cPanel fantastico as an admin interface to manage everything. Im not sure about the price so you need to check it.
And another hosting which i came across last year is the mochahost, which does seem to be very good as per the reviews that i read. And it has both linux and windows hosting plans with lots of features. It's probably the cheapest around. I haven't tried it.

The purpose of the host will be to host a personal website along with another website for an association. There won't be any return on investment (At least not for now). That's why I am looking for a cheap service provider.
I will be using wordpress as CMS for the new website... as far as I know how to customize it. It seems to be the preferred CMS not only for blog sites but also for websites.
$ 167 a year does seem to be a bit high for me. :S

For $167 a year, you could have a small VPS with a LAMP or LEMP stack and host your websites. DigitalOcean.com is the favorite right now among developers.
