The internet subscriptions, with speeds of least 10 mbps, come with a
capped bandwidth, and are not affordable imo.
Are there any public documents or reports pertaining to the stats about the
number of subscribers to the current 'affordable' internet subscriptions,
or whether the mentioned target has been achieved?

A definition of broadband is only relevant if we are comparing dial-up and,

Broadband is referred to as high-speed internet access, and if I infer
properly from what you've written, it should be give an acceptable video
quality for a stream as well as for a video call. In my case, I'd prefer a
720p streaming quality and a smooth 480p video call quality.
