What I mean by latency in the case of skype, is that we would need to
decrease the time it would take for your skype packet to reach the
skype network. Skype has changed its infrastructure recently and moved
towards a more conservative client-server one. So, each time you talk
through skype, it goes to the skype server, which pushes your voice to
the other person in Mauritius. When your friend says something, the
inverse happens: it goes to the skype server, which relays it back to
you.

The skype servers are found in Europe and US. In order to make it more
fluid, we would need to reduce the latency between you and the skype
server, and also, between the other person and the skype server.

So we would need to reduce that latency, Your ISP would need to
improve its routing so that you're getting smaller latencies. Please
note that an IXP would not help here in the case of skype, as your
traffic still has to go through Europe/US, regardless if the person
speaking to you is on the same ISP.
