That part of the article could be interpreted differently. It mentions
"cyber crime" and not "cyber warfare", so I'll rather limit the use of the
term "cybersoldier".

As per the Computer Misuse and Cyber-crime Act 2003[1], there are various
types of offences that could render one a cybercriminal. For example, if I
quote Section 9(1) :

*Unlawful possession of devices and data*
*Any person who knowingly manufactures, sells, procures for use,
imports, distributes or otherwise makes available, a computer system or any
other device, designed or adapted primarily for the purpose of committing
any offence undersections 3 to 8, shall commit an offence.*

Now, if I build a computer system with a rack of DVD writers that could
burn 10 copies of DVD simultaneously, do you think I could be charged under
the said Act? If you answer yes, does it take super-genius skills to build
such a system?

In your previous email you mentioned:

*I would use a different argument. The "Let's hire a foreign expert to*
*get this done" has been done before. It didn't work. If it had worked,*
*today, gov.mu <http://gov.mu> wouldn't be mess.*

So, do appear against the approach of foreign expertise, while in the same
email you quoted what an SA guy told you. You also tossed the topic of
warfare between various countries.

I put it this way, the article on defimedia.info puts emphasis on
cybercrimes occurring in Mauritius. Usually, when people talk about
problems in the country and start comparing with other countries, I just
find it is necessary for us to solve our problems as per our resources,
rather than copying others.

Do we, in Mauritius, need a "defence force" while we're still stuck on
deciding if there is a problem with .mu or not?
