The police has an IT unit. I don't know whether it works on digital piracy.

If I am not mistaken the Right Management Society was only set up
recently. The society's objective is the management of rights. That
does not seem related to what you are writing about.

There aren't victims of copyright issues. It is up to the courts to
assess the fine when an offence is committed.

There isn't a good way to determine the number of copies which are
circulated. Why should there be damages? Why should it be based on
the number of copies?
