EFF comments about proposed Internet law in Mauritius

Dear Ms York,

I read your article [1] about the proposed Internet law in
Mauritius. One of the concerns raised was about freedom of
expression in Mauritius. Last year, there was a case about a breach
of the ICT Act. The following sentence [2] in the ruling caught my
attention: "It must be remembered that freedom of expression although
a right under the constitution, can not and should not be
abused". The right looks similar in principle. It is not the same
given that there are different laws in each country and case law.

A local newspaper [3] published a few articles about some material on
to Telegram. How are such issues handled in the United States?
