The ICTA proposal is two-fold. A legal framework and a technology
framework. The technology framework is redirecting traffic from internet
users in Mauritius towards targeted websites to a SSL/TLS inspection proxy
server to decrypt traffic for inspection, archival and filtering.
The ICTA proposal does not give a specific list of what will be a targeted
website besides saying "social media platforms". Facebook is cited as an
example of a social media website.
