I quote item no 3.1,

    « it will introduce a ‘double-lock’ for interception warrants, so
      that, following Secretary of State authorisation, these - and
      other warrants - cannot come into force until they have been
      approved by a judge »

Even though the legislation will make it mandatory for service providers
to log customer communication details for a specified time period,
access to those details will be « protected » by the double-lock. That's
my understanding of the bill. What's your opinion?
