I am doing some research about the IXP in Mauritius. I tried to
access
http://www.mixp.org and I got a "connection has timed out"
error. The following is the traceroute output to 196.49.9.20:

It is odd that traffic from a network in Mauritius to MIXP is going
through Djibouti.
I read a news article about the Bharat Telecom network being offline
since this morning [1]. It looks like that the MIXP is affected
because of that incident. Was there any study to assess whether the
Internet Exchange Point has been set up in a reliable manner?
