There is a news article at

country data used by the United Nations Public
Administration Country Studies (UNPACS) is:

According to the United Nations Department of
Economic and Social Affairs report [1], the "EGDI
is based on an expert assessment survey of the
online presence of all United Nations Member
States, which assesses national websites and how
e-government policies and strategies are applied
in general and in specific sectors for delivery
of essential service". I was unable to find any
country data about Mauritius at those two sources.

Page 135 of the report [1] has the following:
"These top five performers on e-government with
high EGDI values are Mauritius, ranked globally
at 58th, Tunisia at 72nd, South Africa at 76th,
Morocco at 85th, and Seychelles at 86th". It is
strange that the expert assessment for one of the
top five performers on e-government was based on
country data from the "www.gov.mu" portal.
