The distance between the sender and the receiver is 1.6 km. The
latency is over 400 ms. I did an IPv6 test and it took 390 seconds
for a sender on the island to reach a receiver in the United States.

It is the custom on the island to block ICMP for security
reasons. It is misguided as some ICMP types are useful for troubleshooting.
