This was for SM to answer (which he did). But I'll like to comment too.

I do not think 100Mbps local access will help, unless

   1. The 100Mbps local access is unlimited, without capping, and
   2. Netflix has servers locally here in Mauritius (international access
   will be capped)


I believe 3-5 Mbps is enough to get good quality video [1].
