Spam in Mauritius. What does CERT-MU advise?

Dear Mr Bhoyroo,

I am writing to you as you are the Acting Executive Director of the
National Compuetr Board and the Manager, ICT Culture Promotion. I
read a blog article about "Spam in Mauritius. What does CERT-MU
advise?" [1]. According to the blog article, the Assistant Manager
of CERT-MU has been unable to provide any "advice on the provisions
of law regarding unsolicited messages".

It is not a good sign for ICT culture promotion when the National
Computer Board or a team operating under the auspices of the National
Computer Board does not reply to emails sent by a member of the ICT
Advisory Council. Can CERT-MU provide advice about the provisions of
law regarding unsolicited messages?
