I have the same problem too. Yes, setting up a rule should solve it.
However, I noticed that this problem only affects e-mails from Shelly. Not all of them though.

Yes, the emails must be failing the Microsoft screening
tests. Shelly provided some advice about how to stop the emails from
being marked as junk. You could also create a "rule" in your webmail
to move the messages to a specific folder.

The reason is the antispam at hotmail.com is identifying valid emails as spam.
