I'd say no, based on their poor understanding. I read the details
published in the CCA of Mauritius Root Certificate
(

those published in DigiCert's Root CA
(
http://hacklog.mu/wp-content/uploads/2015/12/digicert-root-ca.png).
The CCA of Mauritius seems have ran a few commands and at the prompt
they guessed what should be entered. They ended generating a certificate
identifying "CCA Mauritius 2012" with the organization name ICTA. Is
that descriptive enough?
