There is some humour in the question but yes, if that happens then the
Government of Mauritius might have developed an 'Automatic Fingerprint
Identification System'. According to my knowledge, I do not know whether
the Government have any such system. Maybe, I'll have to do some research :)

I received the following reply from Rajnish Hawabhay, the CTO of the
Ministry of Technology, Communication and Innovation on 21 October 2015:

        Citizen has to sign the declaration form to confirm his or her
particulars for the registration process to be completed. Since 14
September 2015, the declaration form has been modified and includes the
paragraph:
        
        "I have no objection that my fingerprint minutiae be processed and
recorded for the purpose of producing my identity card. I understand
that this information will be erased permanently from the register once
the identity card has been printed."
