Not at all. Although honestly I can't really comment as I know little about Hong Kong's econonmy. Perhaps it is not a capilatist success. Perhaps it is. I have no idea. What's your definition of "capitalist success" anyway?

You cannot and should not try to *force* anything on any ISP. Not only is it going to fail, it's not the sort of thing that makes for an open democratic capitalist business environment, which is what you want if you want to attract more competition, which is ultimately what you want to keep prices down and service up.

does that imply that Hong Kong is not a capitalist success because they have a mandatory peering policy at their IXP ?
