Re: Note of Meeting regarding Multi-Stakeholder Forum held on 12 June 2015
Dear Mr Gorden,
Thank you for the Note of Meeting regarding Multi-Stakeholder Forum
on Internet Governance held on Friday 12 June 2015 with reference
MTCI/58/2/4 V3. I am writing to you as one of the representatives of
the Mauritius Internet Users.
On Page 2, there is the following member listed under "Mauritius
Internet Users":
"20. Mr. L. Velvindron Researcher"
Mr L. Velvindron confirmed that he was invited as member of the ICT
Advisory Council to attend the meeting. I would be grateful if the
first line on Page 2 of the notes could be corrected accordingly.
On Page 3:
"(b) the note of meeting need to reflect facts of the meeting; and"
Mr. J. Phokeer, Permanent Secretary, Ministry of Technology,
Communication and Innovation, as Chairperson, also explained that
what is written in the minutes is not important and I was given to
understand that it is not worth spending time on asking for
inaccuracies to be corrected.
On Page 7:
"5.10 Mr. Moonesamy informed that he would have to report back to his group
about what happened during the meeting as a matter of
transparency. In
that regard, he was informed that only issues that had been vetted
could be discussed within the group bearing in mind the
confidentiality
aspects of things. But in any case issues should not be
released to the
Press."
As I pointed out during the meeting, I do not discuss the matters of
the "Multi-Stakeholder Forum" or release them to the Press. I asked
the Chairperson whether the document would still be considered as
confidential if the government were to implement a Freedom of
Information Act. The reply I received was that the document could be
discussed within the group which I am representing.
I sent an email to the Secretary of the Multi-stakeholder Forum on 26
June with the following request: "I would be grateful if the Chair
of the Multi-stakeholder Forum could confirm whether the document
being circulated is confidential". I did not receive any reply to that email.
On Page 8:
"6.1 The Committee agreed to the following:
(a) the model of association presented by Mr. G. Ramalingum would
be the model to be adopted; and"
I recall asking the Chairperson whether I was, as representative of
the Mauritius Internet Users, being asked to approve the document or
model of association presented by Mr G. Ramalingum. The reply from
the Chairperson was that it is a draft and I was not be asked to
agree to it. Section 6.1 (a), on Page 8, is incorrect as it states
that the Committee agreed and adopted the model of association.
