23 M Rupees to delete MNIC Database

Hi All,
Refering to our previous threads on the deletion/destruction of the MNIC Database, I came across this article in L'Express whereby it says Rs 23 millions payées pour supprimer la base de données. I would be glad if people from the field of SysAdmin or DBAs enlighten me as to how such a process cost that much money.
