It is not an ISP issue as such. I don't know whether you will be
able to reach anyone managing the IP location database. I suggested
complaining to your ISP as they should be able to contact Google and
have the problem fixed.
By the way, the address range looks fine. I incorrectly assumed that
your connection was going through another ISP.
