There is a document at
http://unpan1.un.org/intradoc/groups/public/documents/un-dpadm/unpan050413.pdf
about the "implementation and monitoring of open government data
initiatives in Mauritius". The content is not related to "open
government data". There was the following in a news article published in 2014:
"Despite Mauritius' top ranking in the Mo Ibrahim Index on Good Governance,
the notion of open government through the liberation of public data is
non-existent. A lot of money was recently spent in developing the
very hyped
Mauritius Government Portal. Unfortunately, the latter remains a very flat
and non-engaging experience of conventional data."
Open Data is not about turning paper into PDF.
