Proposal of the new .mu framework - legal entity

Hello,

There has been discussions about the legal entity for .mu. Mohammad
Nadim does not support having "board members to be nominated by
ministers / ICT ministry - the government should not be involved;
else the nominated board members shall (most probably) implement the
agenda of the government and it may not be in the common interest or
in favour of the general internet users". Ish Sookun and Loganaden
Velvindron do not support having a government-managed entity. Benoit
Gentil supports having a legal entity where "Citizens of Mauritius
should be allowed to become a member of the organisation and have a
voting right to elect the board members". Chittra supports the
current proposed model in which two members of the .mu Council are
designated by the government.

I would like to suggest the following:

   (a) There will be fair treatment to everyone in Mauritius

   (b) The legal entity will be member-driven.

Item (a) can be done by avoiding that groups are given special
status, e.g. the government has the same status as everyone
else. Item (b) is about having the members decide on how the legal
entity should achieve its objectives. The following rules could be
set to ensure that the Board is neutral:

   (i) Any two members of the Board cannot have the same affiliation.

   (ii) .mu registrars and .mu resellers are not eligible for board membership

In order to ensure the interests of the local internet community, the
legal entity will work in a transparent manner.
