I'll copy this message to the mailing list as it is useful to get
more comments.

I don't recall defining the term "Local Internet Community". I would
explain it as anyone in Mauritius who is interested in .mu and leave
it to consensus. It is not possible to do anything without a formal
structure. A non-profit association or something similar which is
open to everyone could be used as an entity to provide some structure.

1. What would the association do?

It could take responsibility for technical operations so that there
is a guarantee that things will be working in case of failure. The
membership is to ensure that there is accountability. The
association should be run in a transparent manner so that everyone in
Mauritius can see whether it is actually doing what it says.

The association would only provide the venue for policy-making and
not be the decision-maker. http://www.elandsys.com/~sm/pdp-05.txt
has been suggested as a model for policy-making. There has not been
any objection to that model.

2. Who would be responsible for setting the wholesale price for a domain name?

It would be the responsibility of the association.

3. Is the above structure accountable to the Local Internet Community?

Yes. The membership of the association is open (see 1) and there
would have to be accountability mechanisms. Policies require the
consensus of the community (see 1).

4. Why isn't existing ccTLD best practices listed in the above?

It is premature to adopt policies or best practices which have not
gained the consensus of the local internet community.
